Our Story
Loetis is a development and civil engineering consultancy based in Geelong and Warrnambool, servicing the Geelong, Warrnambool, Ballarat, Bendigo and southwest corridor of Victoria. Founded in early 2023, Tom, Isaac and Leigh, together with their team of experienced engineering professionals have delivered a diverse portfolio of land development and infrastructure projects, combining proven technical expertise with a fresh, hands-on approach.
Our work spans residential subdivisions from 2 lots to masterplanned estates exceeding 2,000+ lots, as well as significant council and authority infrastructure upgrades. We have successfully completed road reconstructions, drainage and flood mitigation works, sewer and water main upgrades, and stormwater management solutions in partnership with local councils and utility providers. This breadth of experience includes working in sensitive environmental areas, integrating WSUD and sustainable stormwater design, and delivering complex staged developments.

Our Team
Senior Engineer & Co-Founder
Leigh Prossor
Leigh brings over 20 years of civil engineering and land development experience, including 2½ years leading projects and teams at Loetis. Throughout his career, Leigh has managed diverse teams delivering a wide range of infrastructure, subdivision, and land development projects. His expertise spans all phases of project delivery, from initial feasibility and design through to construction supervision and project management. Leigh has successfully overseen complex civil construction works, ensuring projects are delivered on time, within budget, and to high-quality standards.
In addition to his technical and managerial skills, Leigh has provided expert witness services on development and engineering matters, reflecting his strong knowledge and clear communication abilities. More recently, he has contributed to land development and master planning initiatives within several large Precinct Structure Plans (PSPs), coordinating closely with stakeholders, councils, and contractors to facilitate smooth project delivery. Leigh’s comprehensive experience in design, construction, and project management makes him a trusted advisor and leader on complex development projects.

Tom Rix
Tom brings extensive experience in civil engineering, with a strong focus on roads, drainage, sewer, and water infrastructure design. Over his career, including 2½ years at Loetis, he has contributed to projects across the full lifecycle, from feasibility and detailed design to construction oversight and project management. Tom has successfully managed complex engineering works involving council and authority approvals, ensuring designs are practical, cost-effective, and compliant with regulatory standards.
His expertise also extends to stakeholder engagement, coordinating with contractors, utility providers, and local authorities to facilitate smooth project delivery. Tom’s technical proficiency combined with hands-on project and construction management skills make him a valuable leader in delivering infrastructure and land development projects.

Senior Engineer & Co-Founder
Isaac Clarey
Isaac has over 14 years of multidisciplinary experience in land development, flood and stormwater design, project feasibility, and approvals. Including 2½ years at Loetis, he has worked on a wide variety of projects, from greenfield estates to complex urban redevelopments. Isaac’s role spans the entire project process, including conceptual planning, detailed design, and construction supervision.
He has managed construction phases, liaising with contractors and stakeholders to ensure projects meet quality, timing, and budget requirements. Isaac’s strong technical knowledge, combined with his experience in regulatory approvals and practical project management, allows him to deliver innovative and sustainable solutions that meet client and environmental objectives.
